My guess is #2 as it most certainly land up in the courts when illegals are rounded up by state police rather than controlled exclusively by ICE.

I believe also the net result of all of this will be severely diminished entry into the Texas border and greatly expanded entry into the other three border states whose governments welcome invaders.

That result will cause the Texas border regions to even more emphatically embrace Abbott and the GOP.
