Thanks, Amontillado. Yes, one or both may be good ideas, but maybe should have been added in the next session so that the bill could pass here and now.

The constitutional carry bill working its way through the Texas legislature is now headed toward a conference committee to sort out the dispute over the Senate amendments.

House Bill (HB) 1927, the constitutional carry bill to allow the carry of a handgun in public without a permit moved over one more hurdle as the Texas House rejected the Senate amendments and requested a conference committee.

The House’s appointees to the proposed conference committee will be the bill’s author, Rep. Matt Schaefer (R-Tyler), as well as Reps. Terry Canales (D-Edinburg), James White (R-Hillister), Ryan Guillen (D-Rio Grande City), and Dustin Burrows (R-Lubbock) — all of whom supported the original House version.

Earlier in the evening, Rep. Chris Turner (D-Grand Prairie) had raised a point of order soon after Schaefer began to lay out the Senate-amended bill.

Turner, the chair of the House Democratic caucus, objected to the germaneness of at least one of the amendments added to the bill by the Senate, which approved HB 1927 after adding eight amendments to the House version.

Some Second Amendment activists, such as Gun Owners of America, had expressed concerns that the Senate amendments to HB 1927 might have killed the bill or at least delayed the process. Both chambers of the Texas Legislature have now appointed lawmakers to a conference committee to reconcile the differences between the House and Senate versions of House Bill 1927, or constitutional carry.

Late Wednesday evening, State Rep. Matt Schaefer (R–Tyler), the author of the bill, attempted to bring up the bill on the floor. Before being able to do so, State Rep. Chris Turner (D–Grand Prairie) called a point of order that caused about a half-hour delay in any further bill deliberation, while House leadership held discussions behind the scenes about how to continue forward. When they came back, the point of order was withdrawn and Schaefer temporarily withdrew his bill.

A few minutes later, Schaefer brought the bill back up and made a motion to not concur with the Senate amendments on the bill; he instead requested the appointment of a conference committee to work on the differences. The assigned conferees from the House are State Reps. Matt Schaefer, James White (R–Hillister), Dustin Burrows (R–Lubbock), Ryan Guillen (D–Rio Grande City), and Terry Canales (D–Edinburg).

On Thursday afternoon, the Texas Senate responded by also appointing conferees to the conference committee. These conferees include State Sens. Charles Schwertner (R–Georgetown), Brian Birdwell (R–Granbury), Donna Campbell (R–San Antonio), Brandon Creighton (R–Conroe), and Bryan Hughes (R–Mineola).

Democrat Lawmaker Censured by Democrats for Supporting Constitutional Carry
While most Texas Democrats have favored gun control, opponents argue criminals don’t follow the law or abide by the restrictions, which causes harm to law-abiding citizens.

This week, the County Executive Committee of the Bexar County Democratic Party issued a formal censure resolution, admonishing State Rep. Leo Pacheco (D–San Antonio) for voting for constitutional carry and supporting House Bill 1927.

The bill, which has passed the House and the Senate, would allow the carrying of firearms without a permit.

The resolution states that the Democratic Party platform calls for the prohibition of constitutional carry, as well as “prohibiting open carry of all firearms and repealing ‘campus carry’ policies.”

The bill enjoyed bipartisan support, however, with Democrat State Rep. Terry Canales (Edinburg) being a joint author.

According to Gun Owners of America, 32 other states have some form of permitless carry, including Democrat-controlled states.

Texas Senate Approves Bill to Eliminate License to Carry Fee

As constitutional carry continues to make progress through the Texas legislature, the Senate approved a measure to eliminate the fee for a License to Carry.

As a constitutional carry proposal to allow the carry of handguns in public without a permit comes closer to being signed into law by Gov. Greg Abbott, the Texas Senate has now approved a measure that could strike down the fee associated with the state’s License to Carry (LTC) program.

Senate Bill (SB) 2247 from Sen. Joan Huffman (R-Houston) was approved by the upper chamber last week in an 18 to 12 vote.

Under current law, an LTC is required in order to carry a handgun in public.

The process to obtain an LTC includes several hours of online or in-person training on firearm laws in Texas, passing a test on firearm safety and laws, passing a shooting proficiency test, submitting an application and fingerprints to the Texas Department of Public Safety (DPS), and passing a federal background check.-- excerpt, rest at link above --

AUSTIN (WBAP/KLIF) – The Texas House and Senate conferees reached an agreement on House Bill 1927, better known as constitutional carry.

The measure would do away with the need to have a license to carry a gun in Texas.

“By working together, the House and Senate will send Governor Abbott the strongest Second Amendment legislation in Texas history, and protect the right of law-abiding Texans to carry a handgun as they exercise their God-given right to self defense and the defense of their families,” said the bill’s author, Rep. Matt Schaefer Speaker Dade Phelan has been rock-solid every step of the way as House Bill 1927 has progressed, and I am grateful for his leadership and the bipartisan coalition who supported House Bill 1927.”

Lt. Gov. Dan Patrick congratulated Rep. Matt Schaefer and Sen. Charles Schwertner for reaching a full agreement on permitless carry.

“This legislation restores our Second Amendment rights and upholds every Texan’s right to self-defense,” Patrick told WBAP on Friday. “HB 1927 is a historic bill and a national model. It includes the thinking of national gun rights advocates and many in Texas law enforcement and affirms our commitment to protect the rights of gun owners and the safety of those in law enforcement.”

According to Lt. Gov. Patrick, the bill will become eligible for a final vote early next week.

After passing different versions of House Bill (HB) 1927, a bill to allow Texans over the age of 21 who can legally possess a handgun to carry it in public without a government-issued permit, both the Texas House and Senate approved a final version of the legislation that will now be sent to Gov. Greg Abbott’s desk.

Abbott said earlier this year that he would sign the bill, known as “constitutional carry.”

“The House was very proud of the version of the bill that we sent over and the Senate was very proud of the amendments that they added,” Rep. Matt Schaefer (R-Tyler), the bill’s author, told The Texan.

“We felt like some of the protections for law-abiding citizens were diminished in the Senate version, and so we fought to get some of that back.”

After the Senate approved the bill with a number of amendments tailored to concerns voiced by law enforcement, the bill returned to the House where Schaefer decided to send the bill to what is known as a “conference committee.”-- excerpt, rest at link above --
